01 What Happened

Stantec, working with Carollo Engineers, has been selected by the Los Angeles Bureau of Sanitation to support Pure Water Los Angeles. The program aims to produce up to 230 MGD of purified recycled water and increase the city’s local-water share from roughly 50 percent to 70 percent. Work includes program management and conceptual design for upgrading the Hyperion Water Reclamation Plant toward advanced water treatment, plus support for an MBR pilot facility.

02 Key Takeaways

  • 01 The program targets up to 230 MGD of purified recycled water.
  • 02 Hyperion is planned to move beyond conventional secondary treatment toward advanced water treatment.
  • 03 Membrane recovery, fouling, energy, cleaning and residuals management will materially influence TCO.

03 Why It Matters

At 230 MGD, this is not simply a tertiary-polishing project; it is a system-scale redesign of how a major city values treated wastewater.

04 ATLAS Engineering View

The critical engineering interfaces will be secondary treatment, membrane pretreatment, advanced purification and potable-water integration. Pretreatment reliability, membrane fouling, redundancy, chemical cleaning, residuals handling and continuous verification will matter as much as nominal capacity.

The program is also an asset-resilience project. Los Angeles currently obtains roughly half of its supply locally and aims for about 70 percent. The MBR pilot is therefore important because long-duration operation can validate flux, aeration demand, cleaning frequency and feed variability before full-scale assumptions are frozen. At this scale, small errors in specific energy, recovery or chemical consumption become major OPEX items.
